Sharjah Private Education Authority

The authority that licences and inspects private schools in Sharjah - and the three-layer route a teacher has to clear before one of them can hire her.

How verified is this page?

Partly verified

Remit, the emirate-level structure of UAE private education regulation and the stacked teacher licensing route are written from published rules. The inspection rating scale is the six-grade UAE scale the Itqan review programme uses. SPEA's licensed-schools directory is confirmed to host a per-school approved fee-structure PDF and per-school Itqan report PDFs by year - both are cited from the directory itself rather than assumed absent. What SPEA does not offer is one bulk dataset covering every school at once, and no fee-increase percentage, circular number or processing time is stated here, because a figure that moves every year is worse than no figure once it is a year old - ask SPEA for the decision covering the year you are in.

Where its remit starts and stops

The Sharjah Private Education Authority is the emirate-level body for private education in Sharjah. It licences private schools and nurseries, inspects them, approves their fees and takes the complaints parents file. It is the counterpart of KHDA in Dubai and ADEK in Abu Dhabi, and the reason all three exist separately is that private education in the UAE is regulated at emirate level under a federal framework rather than centrally. A school three kilometres up the road can therefore sit under a different authority, a different inspection report format and a different fee-increase rule.

What SPEA does not do is own any curriculum. A Sharjah school teaching CBSE answers to CBSE for its syllabus, its affiliation and its board examinations; a school teaching the British curriculum answers to its own awarding bodies. SPEA governs the school as an institution - premises, safeguarding, staffing, fees, the licence itself. Parents waste a great deal of time discovering this the hard way, writing to a curriculum board about a fee dispute or to the emirate authority about a Class 10 result. The rule of thumb is simple: anything about the building, the money or the people is the emirate's; anything about the paper the child sits is the board's.

For Indian families specifically, one SPEA decision shapes the whole year. Indian-curriculum schools in the emirate are permitted to run the April-to-March academic calendar rather than the September start used by British and American curriculum schools, which is why a child transferring from India arrives part-way through a syllabus rather than part-way through a year. That permission is at the authority level; which individual schools use it is a school-level fact you have to confirm with the school.

The second audience for this page is teachers, and their question is different. A UAE teaching job is not one approval but three stacked on top of each other, held by three different parties, and a candidate who clears only the first two still cannot start. The sequence below is written as the steps actually occur rather than as three separate websites describe them.

Its remit

What SPEA actually governs

The lines that begin “NOT” matter as much as the rest. Most of the time people lose writing to the wrong body, they lose it on one of those.

Fees

Who approves a fee, and where the published figure lives

Private school fees in Sharjah are approved by SPEA and a school may not raise them unilaterally. Increases are applied for through the authority's own digital platform and are tied to the school's inspection rating, so a better-rated school may raise fees further than a weaker one - which is the single most useful thing a parent can know about how the two systems connect. SPEA does publish the approved figure per school: its licensed-schools directory carries a page for every school with a downloadable approved fee-structure PDF, grade by grade, alongside the curriculum, grade list, licence date, area and evaluation grade. What it does not publish is a single bulk dataset covering every school at once the way KHDA's open data does for Dubai - there is no one spreadsheet to download - so a Sharjah comparison still has to be built page by page from the directory rather than pulled from one file. That is a real difference in convenience from Dubai, but it is not an absence of published fee data, and a site claiming SPEA keeps no fee register at all is simply wrong.

What is genuinely missing

Only one thing: a single bulk dataset covering every school at once. The approved figure per school is published - it sits on that school’s own page in the authority’s directory, grade by grade. So a comparison across schools has to be built page by page rather than downloaded in one file.

We do not fill that gap with an estimate. A fee you budget against should come from the authority’s own document and from nowhere else.

Where the reports are published

On SPEA’s own published inspection reports, sourced below - so a grade can always be read back to the report that gave it.

A grade from one authority is not automatically the same grade from another. The emirates run separate frameworks, so check which one produced a rating before you put two schools side by side across a border.

For teachers

What a teacher needs before a school here can hire her

Three approvals stack, and they are held by three different parties. The Ministry of Education issues the teaching licence at federal level and it is the teacher's own to obtain. The emirate authority's school licence is what makes the employer eligible to put a licensed teacher in a classroom. The employment visa is arranged by the school and cannot start until the other two are in place. Applying for a job before the first one is under way is the single most common way an overseas candidate loses a hiring season.

Read this before step 1

SPEA’s approval is not the teaching licence. The licence is federal, issued by the Ministry of Education and obtained by you; SPEA’s appointment approval is opened by the school that hires you, and sits alongside it. Clearing one does not clear the other, and the employment visa cannot start until both are in place.

  1. Step 1

    Check the qualification actually qualifies

A recognised degree plus a teaching qualification, in the subject and phase you intend to teach. An Indian B.Ed is a normal starting point, but the attestation chain matters as much as the certificate: degrees usually need attestation before any UAE authority will look at them, and starting that chain late is what delays candidates rather than the licence itself.

How long: Attestation timelines are not published and vary by issuing country

  2. Step 2

Register on the Ministry of Education's teacher licensing system

The licence is federal and is applied for by the teacher, not by the school. Registration is where your subject and phase are declared, and it determines which assessments you are then routed to.

    How long: Not published

  3. Step 3

    Sit the licensing assessments

The route includes a professional component covering teaching practice and a specialisation component in your own subject. Candidates consistently underestimate the specialisation paper because they have taught the subject for years - the paper tests it against the UAE framework, not against your classroom.

How long: Not published; assessment scheduling depends on available sittings

  4. Step 4

Obtain the licence and hold it against a real offer

The licence is issued for a period and has to be renewed. It is portable between schools within the UAE, which is why it is worth obtaining before you have chosen an employer rather than after.

    How long: Not published

  5. Step 5

Let the school complete the emirate approval and the visa

SPEA operates its own appointment approval for staff in Sharjah private schools, separate from and additional to the federal licence, and it is the employing school that opens that file. The school also handles the employment visa, the medical and the Emirates ID. All of this is outside your control, which is precisely why the first four steps should already be finished when you sign.

How long: Set by the employer and the immigration process, not published

Pitfalls

The mistakes that cost people a season

  • Writing to the curriculum board about a fee or a staffing complaint. Fees, safety and school conduct in Sharjah are SPEA's; the syllabus and the board paper are CBSE's.
  • Assuming a Dubai fee comparison transfers to Sharjah. It does not - SPEA publishes an approved fee-structure PDF per school on its own licensed-schools directory, but there is no single bulk dataset covering every school the way KHDA's open data does for Dubai, so a comparison has to be built page by page rather than downloaded once.
  • Budgeting from tuition alone. Transport, uniform, books and the one-off registration amount sit outside the tuition figure and are where a first-year budget usually breaks.
  • Applying for teaching jobs before starting the licence route. Schools recruit against a start date; a candidate who is still at step one when the offer is made loses the seat to someone at step four.
  • Treating the federal teaching licence and the emirate-level appointment approval as the same thing. They are two files held by two parties, and clearing one does not clear the other.
  • Leaving degree attestation until a school asks for it. It is the slowest link in the chain and the one nobody can accelerate for you.
  • Assuming every Indian-curriculum school in the emirate runs the April-to-March year. The permission exists at authority level; the calendar is a school-level fact you confirm with the school.
Changelog

What has changed on this page

Dated, sourced, and including the corrections. A page that only ever grows is a page that never admits it was wrong.

  1. Page created. Remit, the fee-publication difference against Dubai and the three-layer teacher licensing route are written from published rules; anything requiring a figure from a SPEA circular has been left as unpublished rather than estimated.

Source: SPEA - about and mandate, checked 2026-09-16

  2. Correction: an earlier draft said SPEA published neither a per-school fee register nor a central inspection-report database. Both exist - the authority's licensed-schools directory carries a page per school with a downloadable approved fee-structure PDF and Itqan School Performance Review PDFs by year. The fee-framework and inspection sections, a pitfall and an FAQ are corrected accordingly; the one genuine gap that remains is a single bulk dataset covering every school at once, which SPEA does not offer the way KHDA does for Dubai.

Asked by both sides

SPEA, answered plainly

What is the difference between SPEA, KHDA and ADEK?

Nothing in kind, only in territory. Private education in the UAE is regulated at emirate level, so Sharjah has SPEA, Dubai has KHDA and Abu Dhabi has ADEK. Each licences, inspects and approves fees for the schools inside its own emirate. Their inspection reports and their published data differ in format, which is why comparing schools across emirates is harder than comparing within one.

Does SPEA set the syllabus my child is taught?

No. SPEA licences and inspects the school; the curriculum belongs to the board. A CBSE school in Sharjah follows CBSE’s syllabus and sits CBSE’s board papers, and SPEA has no say in either. Ask SPEA about the building, the money and the staff; ask the board about the paper.

Where can I see Sharjah school fees?

On SPEA's own licensed-schools directory. Search for the school there and its page carries a downloadable approved fee-structure PDF, grade by grade, alongside its curriculum, licence date and evaluation grade - see the directory. What SPEA does not offer is one bulk file covering every school the way Dubai's KHDA does, so a multi-school comparison still means opening each school's own directory page rather than downloading a single spreadsheet. Any comparison table you find without a named source has been assembled from estimates, and a fee you budget against should never come from an estimate.

Can I teach in a UAE school with only an Indian B.Ed?

Not on its own. The B.Ed is a qualifying starting point, but the Ministry of Education's teaching licence is federal and has to be obtained by the teacher, and the school then arranges the emirate-level permit and the employment visa. Degree attestation sits underneath all of it and is the slowest step, so begin there.

How long does the whole teacher licensing route take?

Nobody publishes a total, and any site quoting one is guessing. The variable parts are attestation in your home country and the availability of assessment sittings, neither of which is under the school's control. Plan against the hiring season instead: UAE Indian-curriculum schools recruit for an April start, so the useful deadline is being licensed before the preceding winter.

Who handles a complaint about a school in Sharjah?

SPEA. It is the emirate authority for private education and takes complaints on fees, safeguarding, staffing and school conduct. Raise it with the school first and keep the correspondence - an escalation is far more effective with a written trail behind it than without one.

Does the April-to-March academic year apply to every Indian school here?

The permission applies at the authority level; the calendar is a school-level decision. Most Indian-curriculum schools in the emirate use the April start, which is why a transfer from India lands mid-syllabus rather than mid-year, but confirm your own school's calendar before you plan a move.
